In Regulations

ITO sputtering target that meets health and safety standards

For the health of workers

  • The members of the Japan Metals Association are committed to preventing health hazards for manufacturing workers. We provide safe and reliable ITO sputtering targets.
  • Indium compounds are subject to labeling under the Industrial Safety and Health Act, and are classified as Class 2 substances and specific controlled substances under the Specific Chemical Substances Control Act.
  • Work that does not involve risk of exposing workers to dust or other particles of indium compounds does not qualify as handling work and is therefore not subject to the regulations.
Target manufacturers who are members of the Japan New Metals Association comply with the strict regulations on indium enacted by the Japanese government.

1. Legal and regulatory information

In January 2013, the Japanese government became the first in the world to designate indium as a substance subject to legal restrictions. [Specified Chemical Substances (Occupational Safety and Health Act)]

2. Health hazard information

The reason for designating it as a target of legal regulation is that the Japanese government has confirmed cases of health problems caused by indium compounds, which are the raw materials for ITO, IGZO, etc.

3. Information on preventing health problems

In order to prevent these reported health problems, it is necessary to manage workers' work environments, including wearing masks appropriate to the work environment and undergoing health checks.
Work environment measurement results Respiratory protection equipment to be selected (the following or equivalent)
300μg/ m3 or more
  • Full face pressure demand type breathing apparatus
  • Full-face type compressed oxygen positive pressure respirator

  • Full-face type electric fan-equipped respirator (particle filter efficiency: 99.97% or more) (It has been confirmed that the leakage rate according to the JIS standard is Class S and that the protection factor for each worker is 1,000 or more)
  • Full face pressure demand type airline mask
15μg/ m3 or more
  • Full-face respirator with electric fan (particle collection efficiency: 99.97% or higher)

4. Measures taken by New Metals Association member companies

The member companies of the Japan Metals Association are implementing work environment management and work management that comply with the strict regulations mentioned above, and are making progress in improving the work environment. Here are some examples of these measures:
① Measures to prevent emission The following measures are taken to prevent workers from being exposed to dust, fumes, etc.
  1. Emission control measures in indoor workplaces.
  2. Performance requirements, inspection, notification, etc. for local exhaust measures and push-pull type ventilation equipment.
  3. Installation of dust removal equipment.
②Work environment measurement We have a nationally qualified occupational environment measurement specialist conduct work environment measurements on a regular basis, once every six months, and make appropriate improvements based on the evaluation results.
③Health Check-up For workers who are constantly engaged in manufacturing and handling operations, regular health checkups are conducted once every six months for specified items (measurement of serum indium levels, serum KL-6 levels).
④ Wear respiratory protective equipment Depending on the results of work environment measurements, we use respiratory protective equipment that meets the standards set by the Minister of Health, Labour and Welfare.
⑤Other measures
  1. Posting various precautions in the workplace
  2. Keeping records of work
  3. Removing adhesions
  4. Cleaning the work area floors etc. by washing them with water (daily)
